To use these additional – and very handy – submenus for Theme und Plugin ZIP files just enable the Dev Mode. And check that the Uploaders are activated. If that’s the case you can see the submenus appropriately:

Note: By default these uploader pages can be reached from the Toolbar > New Content (+ icon) > Theme Installer / Plugin Installer. (As long as the “New Content” items are enabled in Toolbar Extras.)
